Crypto exchanges in the UAE: the licence you see advertised may not be the one that matters
The UAE does not have one crypto regulator. It has several, operating at different levels, and a platform can be fully licensed under one while holding only provisional status under another. If you are choosing where to trade from Dubai or Abu Dhabi, that distinction is the whole game.
Who regulates what
VARA — the Virtual Assets Regulatory Authority — is the sole virtual-asset regulator across Dubai's mainland and free zones, with the exception of the DIFC. It runs a public register of licensed providers and issues licences by activity: exchange services, broker-dealer, custody, advisory and so on. A platform listed for custody is not thereby licensed to run an exchange.
At federal level, the Securities and Commodities Authority regulates virtual asset platform operators across the wider UAE. ADGM in Abu Dhabi runs its own regime through the FSRA. These do not substitute for one another.
The distinction that catches people out
VARA issues an Initial Approval before a full licence. VARA states plainly that holders of preliminary approval may not conduct virtual asset activities or service clients until the full licence is issued. Several large, heavily marketed exchanges have sat on that list for extended periods.
Where the major venues actually stand
Read directly from VARA's public register on 18 September 2026, the position for the venues most UAE residents ask about was clear — and not what the marketing suggests:

VARA does not leave this to interpretation. Its register states that applicants holding In-Principle Approval are strictly prohibited from initiating operations, conducting any virtual asset activities, or servicing clients until the full licence is issued. Its published guidance adds that unlicensed providers are not permitted to onboard Dubai residents as customers at all.
These positions change, and an approval can convert to a full licence at any time. Treat the table as the position on the date above and check the register yourself — the next section shows how, and it takes about five minutes.
VARA covers Dubai, not the whole UAE
VARA regulates Dubai's mainland and free zones, excluding the DIFC. Abu Dhabi runs its own regime through the ADGM, and the federal Securities and Commodities Authority covers the wider UAE. A platform can be correctly licensed at federal level and still not be licensed to onboard a Dubai resident. Which one applies to you depends on where you actually live.
How to check for yourself in five minutes
VARA publishes its register publicly. Search for the exact legal entity, not the brand — global exchanges operate through local subsidiaries with names like "Middle East Fintech FZE" that do not match the app you downloaded. Then check two things: whether the entry sits on the full licence list rather than the preliminary one, and whether the activities listed include the service you actually want.
If a platform holds only a federal SCA licence, that covers mainland UAE but does not make it VARA-licensed for Dubai. Residents of Dubai specifically should confirm their position with the platform directly, because fiat rails in dirhams are often tied to whichever licence the entity holds.
Why the tax position draws traders here
The UAE levies no personal income tax and no capital gains tax on individuals, which is a large part of why it has attracted crypto traders and funds. That is a reason to be more careful about licensing, not less — the same conditions attract platforms that would struggle to operate elsewhere.
What to weigh besides the licence
Dirham funding matters more here than fiat rails usually do, because moving through a stablecoin adds a spread on every deposit. Check whether the venue supports AED bank transfer directly, through a payment partner, or only through peer-to-peer.
Product range is the other split. If you only want spot, the licensed field is wide. If you want perpetuals or margin, it narrows sharply, and the entity serving you may be a global one rather than the locally licensed subsidiary — which changes which rules protect you.
